Even if I started as a level 30 Blue Mage in FFV, I started at the bottom in terms of Blue Mage skills, so there is a precident in both FFV and Final Fantasy Tactics for what FFXI is doing.
But since everyone can level any job that means everyone has to start those jobs from the bottom, so why not start the jobs themselves from the bottom as well. There's always going to be other players levelling other jobs or new players joining the game every day. It would be remiss to leave them completely behind.
Not to mention that every job scales in power differently, some not even starting to shine because of their subjob options aren't at a particular level.
If SCH/RDM never had to level RDM directly, but could pay a portion of the EXP to his subjob, even at 68, the SCH might not be ready to tap his full potential for that level. He might be 68SCH/24RDM and why would you invite him when you could have a 68SCH/34RDM which would access to his full potential for that level?
Removing levels, as FFXIV plans to (in one aspect, anyway, there could be weapon ranks) could mean less grinding in the way FFXI does it, but I'll bet 10k gil there will be higher tier skills you might be able to apply to your present job that are learned through a different weapon. Also, I'll wager that you'll be expected to have reached a certain weapon rank to be desirable for certain functions.
All that has to change is the system of checks and balances, FFXIV can have a different approach, but FFXI is what it is and I don't see it changing this late in the game.
