If hit rate > 80% go walmart if less then it gets tricky.

Ohat is a static boost of 5% to your DoT, Where as Walmart starts at 5 and can fluctuate any where from 3%(below 75% ACC and it as your only haste) to 7-8% above 80% (based on how much haste you are getting).

Well indeed as others posted above;
It depends on your own club skill, what you fight and other gear/food you use for your accuracy.
When soloing both are feasable to use, but if you're content with accuracy and of course depending on how much haste the rest of your gear provides you might want to pick Turban over O-hat.
(A WHM can get quite a good amount of haste for not too much gil.)

My personal TP setup has +27 Accuracy wearing the Turban and on Campaign mobs (On which I usually take out my clubs) accuracy is not a problem at all unless the mob is a thf or brd spamming mambo on itself.
Other mobs I usually solo outside campaign go up to lower tough, which again is no big deal when it comes to accuracy.
On anything higher I pop a Sushi but also anything higher then T+ I usually do not solo.

On Hexa Strike, Black Halo (and later on when I get a whee bit higher on Nyzul maybe Mythic Boon) I do equip my O-hat as I replace 4 accuracy pieces for STR pieces and a Sea gorget.
