looking at this purely at a level 75 perspective, since I think it unlikely that it's possible to reach the casting time reduction cap (if indeed one exists) before this level.
I personally have full cure speed merits and the clogs, and currently my Cure/Curaga spells cast at 45% (80% - 20% - 15% confirmed this yesterday) with other healing magic casting at 60%.
I think it can go lower. but the question is: how low can it go?
so I propose a collective experiment, among all the whitemages who have any/all of the following gear. let's see if we can determine the casting reduction cap for spells, and whether cure clogs allow the cap to be exceeded in any capacity?
Cure Speed Gear:
Cure Clogs (-15%)
Fast Cast Gear:
Rostrum Pumps (-3%)
Loquacious Earring (-2%)
Marduk Body. (unknown speed - not expecting to see any tests with this)
Redmage Sub (-15% at 75/37)

The current known fast cast maximum is 21% (rdm, relic body, af hat, loq) which is a net reduction of 42% speed (casting at 38% in theory) I am working with a rdm in my ls to test if this in fact the speed that redmages cast at or if there is a cap before that (possibly at 20%)
in theory, the maximum speed of a whm/rdm with full cure speed merits, clogs, mantle, and loq. should be able to cast cures off at about 16% (should probably make tests with Curaga IV) - and should cast other healing magic (raise III works well) at 41%. What I'd like to find out is if there is anyone who can confirm these numbers (esp. the 16%) - my suspicion is that there is a hard cap in there somewhere, probably around 40% (50% overall reduction).
without the clogs, the minimum cast times should 41% (add in a pair of rostrums to get to 38%) and then determine if 40% is the cap without cure clogs. if *without* cure clogs, the cap is higher than with cure clogs, we'll know that cure speed reduction does not contribute to the cast time cap (at least directly).
anyone willing to run some tests and check these theories? I'm currently leveling redmage to examine them myself but it would be useful to know what the actual limit is on casting time reductions for whm.
