So when going for my level 36 teleport spells I noticed you have to be rank 4 in all 3 cities. However when I complete the quests to rank up in bastok and kill the bosses. Do I have to rekill the same ones for the other quests or does the game remember I already killed them for bastok? (Do I have to kill the same rank 3 dragon 3 times.)

huh? O_o the teleport-scroll quests are based on fame and not rank. fame and rank are two different things. rank is just missions. fame: http://ffxi.somepage.com/fame.php
