Yes its yellow HP of the WHM wearing it. Almost useless in parties ; ;. Mobs with strong AoEs can make it somewhat useful though, unfortunately I realized this 11 lvls after I bought it.
Still have it though so there is still hope! /drama off

I actually find it pretty useful if your party is cooperative. Personally here is what i did to make use of it.
Party setup:
Tank (Nin or pld didnt matter)
Thf
Drk
Blm
Rdm
Me (whm)
Thf would pull, I would flash to pull hate. I would hardly get hit, but after the mob gets a hit or two in, (hp dropping to yellow) the drk or blm would cast stun, and i would blink or stoneskin up. Pld would already be in position by that time, and the thf would SA/TA right on to him. Provoke, and life went on. Combined with light staff, that's a good 20% increase in healing. Pretty usefull if you ask me.
Bout the only times where i had problems with it, was when i had a few jp mages in the party, they didnt understand why i kept saying Dont cure me! lol
I've found that of the things you fight 65 and up, most will kill a whm in 3-5 hits relatively easily. They hit pld for 80-150, and whm often for twice that. Staying in yellow hp I think is quite dangerous.
I maintain two equipment "modes" when playing WHM: MP and Healing.
MP mode macro equips my +MP and +MP recovery items.
Healing mode macro equips Light Staff, +HP equipment, and a Medicine Ring, and switches away from all my -HP +MP gear, which means if I have as little as 100 damage on me, I'll go into yellow HP as soon as I switch.
It's still not "easy" to get to yellow HP. I need to find some more useful +HP gear to switch in before I can go yellow at will... but even so, taking a few points of damage isn't uncommon, and when it does happen, being able to cast Cure III for 235 HP or Cure V for 780HP is really handy.
I was curious to see if i can found a "poor mans" Light staff. However it appears that while a useful item, its not a replacement for the reg use a light staff can provide.
