I found them on Goblin Alchemists in Labyrinth Onzozo. By the time you exp here you'll be high enough that they're VT. I got quite a few and I wasn't even looking for one

Around 59-60 you can also XP off Alchemists in Gustav. Go down the tunnel and there's path to the right. Go down it just a bit and there's your camp.

I understand you could also hang out in Terrigan (or was is sorrows?), and do a shout for a testimony. I understand some people often xp off of alchemists, and shouting for a testimony will generally get you one soon as they drop frequently and most groups have little use for more than one.

I got mine in gustav last week off an alchemist. I was leveling there at 57-58 so if youre approaching the maat fight and still need one, head there ^^

I've seen WHM testimonials drop from Goblin Alchemists in:

Cape Terrigan
Gustav Tunnel
Labyrinth of Onzozo

To be honest, I've seen it drop dozens of times already, and I'm only level 63 - I've had my testimonial since level 58. If you spend any time in the above zones at all you should have zero trouble acquiring a testimonial.

i guess you got your dark staff ey ill? grats to you on that ^_^. i ran around in gustav the other day trying to find the higher leveled camp...i'm sorry to say i got lost . i did manage to find terrigan entrance though. just how do i get to the camp from valkurm?

Go down the tunnel and there's path to the right. Go down it just a bit and there's your camp.

Alchemists in cape terrigan drop them often. Had 2 of them drop in about 30 minutes. Theres a good spot to pull them behind the outpost, just be careful pulling or aggroing goblin shepherds with all the beach bunnys around (they will link because they have rabbit pet)
