Where should a Lv 17 White Mage lvl up in Windust

You could try and form a party in Mhaura for Buburimu penninsula but your best bet is to take the ship to Selbina and get a pt in Valkurm dunes.

Go through Tarongi (sp?) to Buburimu peninsula then enter Mhaura and the ship to Selbina is there.

Maze of Shakrami can get u up to 18 or 19 but best bet is probably to go to dunes as it most probably will be easier to get a pt there at your lvl...

I levelled from lvl 15-18 in 1 afternoon at valkurm dunes killing goblins, gave us 100+ exp every kill, sometimes even 200+
