Is WHM still a good job at later levels? I've been hearing rumors that as the levels go 40+ most parties prefer a RDM over a WHM - damn that refresh! - and that pretty much the only use for WHM at later levels is Raise 2 and 3 (I suppose the -ra and -ga spells WHM get are also pluses). My question is, am I going to have a lot of trouble edging out RDMs (and my server has a ton) for parties later on?

Most good parties have a WHM to go along with their RDM or BRD. Or even all three at once.
Myself at level 60 won't party without a BRD and a RDM. That way I always have full MP, the Monster is always dispelled, and the melee are always buffed. No downtime. From 52-60 I was getting 5K exp an hour.

Same as me, but that mostly more a curse. Im coming online, go looking for group and its not long that i get asked for group from a dragon or a monk or a dark knight to form a group. I normaly say "sure, if you have a redmage". And thats the dead end. Redmages are in that high demand pass lvl 41 that its nearly impossible to get one. After 5 hours lfg without a redmage at the horizon i gated home to bastok and started redmage.
Its kind of frustrating that you cant do anything without them. If juices where stackable you could make your own refresh (expensive but possible) but because every single %&%&% in this game is just fighting shellfishes in any kind you need this damn dispell. So if you dont have a redmage you are totaly screwed or end up with 1k exp/hour

No need at all to take a rdm over a whm, you always want the two paired up. I hear that at 60+ you can manage with a rdm + bard, but even then you're stretching it a little.
My static party consists of:
59 Whm (me)
58 Rng (has peacock charm + euryktos bow)
59 PLD
59 RDM (GALKA: 460 mp)
57 DRK
57 BLM
we can usually chain up about 4,000 exp per hour, sometimes more. We tried a bard instead of a RDM and it wasn't cutting it.
