Stuck at 45

Since I've hit 45, it's been a struggle to get a pty.
I wasted three hours yesterday morning with nothing. This morning, I wasted another three hours, but this time I went to farm, and still nothing. I try to make ptys but people either don't want to or none of the right jobs are available (esp. thief ). Is this normal 45 and up?

As per the census, from 45-49 you will be in the least populated level range of the entire game. Taking the initiative to start your own party is a good way to go. You just need to find understanding players that know it takes awhile to get a party setup.
