Right now, My WAR has seem to hit a leveling wall. I cant seem to get any parties throughout a week of seeking and the groups i do get into disband shortly after created. Do any of you higher-level WARs have some advice?

Be aggressive, waiting around dosen't help, ask PT leaders to join, and if there is no spots left, ask them to notify you if a slot opens. Also, while your in a PT, be very polite and play very well. Build a reputation and have a good search comment.
That's basically it, if you can find a group of friends to play with, (of course a balanced PT) go "static" with them. -
