Voke hate up increases over time?

I read somewhere that as you level the amount of hate voke gains goes up. That would mkae since i think i mean dont alot of paladins say provoke starts to get alot less effective after 40. Might that not be because their voke gain is for a 20 warrior . Just wondering if what i read was true

Provoke effectiveness is affected by the CHR stat so the higher you get the higher that stat will get consequently making Provoke "better". Paladin's get a lot of CHR so theirs will naturally be slightly more effective. How much more effective will never really be known.
