Can you steal gil from any enemy or certain ones and if so, which ones?

Yes, at 35 you get the job ability mug. You can mug any enemy that normally drops money. This is beastmen and some nm/hnm's.

Mug's 35...or maybe 30. I know I have it while subbed.
You get anywhere from 1 to a couple thousand. Depends on if you're THF main or if it's just a sub, and how much money the thing you're fighting drops. You only get thousands from NM (uh...think "unique" or rare monsters) that are high level.Generic Info!

mostly you're lucy to get about 100+ gill with Mug on normal mobs and you can oly use it every 15 minutes. It can be much worse than that nad it's random. Mosly I use it on beastmen to get pocket change for airship rides and some of the Chocobo rentals...
Mug really only shines on NMs where you can(on a rare occasion) get up to 3K gill(starts at 1K)...Shadowneko's FFXI Newbie Guide 2009
