At level 18 I got a Flame Sword (DMG: 16 DLY:218 ADD: Fire dmg). This is probably your best bet at this level, its a good sword with good damage and the next replacement probably comes at LV28 with the Mithran Scimitar(DMG: 19 DLY: 236 DEX+3).

To answer your question, though, if you can get a weapon with +Dex, that is your most important stat as a Thief. However, you always have to weigh all the stats of the weapon when thinking about upgrading. I'd take a weapon with 3-4 more damage over a weapon with just a couple plus DEX probably.
