Is there a good spot that's easy to get to for a 40ish person? Battalia Downs is said to get it, but I have NEVER seen it with the condition. I tried getting to another zone with it once before and got owned by a high level mob on the way there. It's the only weather condition I need for my Summoner job unlock.

It's extremely rare in Battalia. Beaucedine Glacier is probably your best bet. You'll need to travel through Ranguemont Pass, but I think (?) it's safe for someone at level 40 to travel to Beaucedine unmolested by aggro there (use a map so you don't wander off course into the areas with higher level enemies). Do NOT wander in Beaucedine unescorted at 40. Everything there will kill you dead, but you only need to zone in while the weather is icy, so just hang out near the zoneline between Ranguemont and Beaucedine and it'll show up eventually.

Beaucedine glacier, get a map online and have some invis/sneak pots for the trip. If you are feeling gutsy you can stealth your way to get the Tele-crystal from Xarcabard.
East Ronfaure > Ranguemont Pass > Beaucedine Glacier

You should be pretty safe at 40 in the pass. You may still catch aggro from the goblins and the bats towards the end of the tunnel, but as long as there aren't too many links you should be fine.

Just bring Invis and sneak powders. That should do fine to get past them.

They put lvl 95ish mobs in your way in Ranguemont a couple updates ago. You will definitely need snk/inv (gobbies, eyes, and bats).99 DNC

Don't be a wimp; work your way through the pass and the glacier, and get the Tele-Vahzl crystal. You are going to hate yourself if you need to make the trip twice, so just do it; it's not hard at all.
In the extremely unlikely event that the weather is clear when you make it to the northlands, you can simply go home and teleport in later to get your weather effect; in fact, if you already had the telepoint, all you need to do in order to obtain every single weather is simply teleport between various areas.

Ranguemont Pass is the only GoV area that I disagree with because all low level players have to go through there for G2 (at least). They can always buy powders/oils, but usually don't.99 DNC

On the one hand I totally agree, Squiggs. On the other, if they haven't learned to freaking buy some fucking prism powder and silent oil if you can't cast sneak/invis by then then that is the time to freaking learn. It should be part of any non caster's (and honestly, in case of magic aggro, even for casters) arsenal.
