Well, I'm only vaguely aware of this, but I believe a lot of other skill levels, including crafting, work on a tiered system. Until you reach the next tier, your gains from higher skill will be less noticeable, however once you go up to the next tier is when you'll note significant differences. It's very likely smn magic skill works upon the same principle, with ~300 skill being where the next tier starts, which could explain the significant damage jump. I myself have noticed that after I began equipped my smn torque and earring (which puts me over 300, but without it puts me under), I do noticeably more damage using my BP's on mobs than without by as little as a 200 - 300 dmg margin, but sometimes as much as 1000 damage (depending on the mob, of course). It's a reasonable theory, since this is how many other skills (and magic skills of other jobs) are handled.
