Be nice and polite to tele-taxi's.
One time, a person came back to me repeatedly for teleports. He was nice and polite, so I inquired why, and it turned out it's for a quest. So, I gave him free teleports for the rest of the night.
Wouldn't hurt to ask: "Hey, I need quite a few teleports tonight for a quest; think you can give me a discount? How about 5k for the teleports in the next next hour or two?" As a tele-taxi, I would definitely take that offer, if I'm going to be around for an hour or two.
I don't know about free, though; I would hesitate to ask people outside of the LS for free teleports, and I don't really want strangers to ask me do for free what I normally charge for. >_<
