Magician's Mantle????

Was just given a Magician's Mantle as a Gift from a Linkshell friend was wondering if anyone could tell me hopw the Latent Summon Skill + 5 works? When does to become active and how do you make it active?

Latent effect.

Latent on this mantle is activated by using summoner as a subjob, which kind of destroys the possibility for summoners to pump their summons further.
