Can i still finish the summoner quest when i lvled back down to lvl29?

I already got the quest and all i'm missing is ICE.
can u tell me where i can get the ice elemental easily and can you tell me if i can still finish it at lvl29?

Yes, you should be able to finish the SMN quest at LV 29 since you got it accepted already at LV 30. To get the "Ice" weather effect check my post here:
