I got the Titan, Shiva and Garuda quests yesterday without really actively trying to raise the fame, it just kind of added up over the last few months. My own opinion is summons should scale by level when you fight them - Carbuncle to 30, get Titan at 30, Ifrit at 40, etc (not exactly that but thats the idea). I think mostly the more powerful summons should stay 60+, and the encounters be level restricted so they still remain challenging regardless of the level.
Presently I don't mind that you need to be 60 to reliably contribute and beat one of the summons. It looks like a fun job to play later on in your levels. First time I saw a summoner with all the summons in a group next to me he was the WHM for the group, with all that stuff like group Blink and Hastega, he was a pretty big contribution to his party. Definately understandable when seeing some very useful abilities why it takes so much time and effort to get all the summons though. Great addition to a party if they have all the avatars.Comment
