can somebody give me some information about this weapon? all i know is that it gives 18 attack when under 100% tp. how do i get the 83 dmg effect?

Onimaru is an excellent GK IMO. The latent is also active on weaponskills. There is a whole series of weapons like this, and a few (like Wagh Bangs) have been proven to also give 5 acc in addition to the latent attack.
