store tp and ws's

last night i was messing around w/ my lvl 21 sam, in in the course of the evening i noticed myself getting the 1% tp return on enpi, thinking to myself hmmmm shouldn't sam get 2% tp back b/c of store tp? i understand the reason for 1% back (miss first hit and due to nerf only getting 1% for additional hit landing) but did sam usually get extra tp back from ws before the patch? do u think sam's should now? personally i'd like to see sam's get they're store tp on ws's after the patch give them more focus towards they're focus (ws's) and it would make it easier to maintain the 2 independent skillchains.
