I've heard some talk about how high level armor looks just the same as low level armor only the stats are different. Is that the case with samurai, or can I look forward to something different every 10 levels or so?

If you only wear the gi armor set (which you really shouldn't) then yes, you're going to look the same until level 40.
The harness sets also look similar, but not identical.
Other than that the only exact duplicates you'll run into are scale and brass (I think it was brass anyway... never used it) scale, and chainmail/silver chainmail.
