I can also confirm the drains being for damage regardless of HP. When soloing Qiqirn in the ruins near Nyzul SP, I lead with a drain and always do damage, perhaps 5% of the mob's HP on a good cast. Blizzard III I'd expect to do about 15%, maybe a bit less...

It's a known fact that the Drain spell does damage even if it doesnt actually drain any HP.

It's very cool, but very situational. I'm confused though.. Why would you drain JUST for damage? You could cast 30 drains, or 6 or 7 bliz/thun 3s... Not sure why you would bother with the drains...
