    At lower levels, I used this order:

    Paralyze > Slow > Dia > Blind (only with NIN tank or other high evasion tank).

    Paralyze has the longest cast time of all enfeebles, so it makes sense to cast it while the monster is incoming.

    Slow has a long recast timer, so it goes next. That gives you a second shot at landing it if it gets resisted as soon as possible.

    Dia is fast casting, useful, and never gets fully resisted except in cases which don't occur in the Jungles.

    Blind is pretty much useless for non-NIN tanks (or THF/WAR if you happen to have one tanking at that level), so it's not really a priority.

    I don't like Gravity at all as a general use spell at low levels. The evasion penalty is useful, but the MP cost is too high to justify it, and it's better saved for emergencies when Sleep fails and you really need to zone stuff.

    Also note that Barfira is WHM17, and therefore not castable by RDM/WHM in the Jungles since you can't cast it when subbed until level 34.

      Quick note on Blind - I've noticed it seems to gain a lot more hate than other debuffs (something like throwing a Cure III near the start of battle) and doesn't really do a lot for the trouble.
      I have heard that those who celebrate life
      walk safely amongst the wild animals.
      When they go into battle, they remain unharmed,
      the animals find no place to attack them
      and weapons are unable to harm them.
      Why? Because they find no place for death in them.

        Since your friend is new to the party scene, you may want to explain to the party that he is going to focus on certain aspects of party play to help him get the hang of it. Then for a while have him work on his enfeeble routine while keeping an eye to backup cure. Then keep the enfeeble routine while he learns to time his magic bursts. This will also be a good time to work on party positioning, managing hate, party roles, and all the other stuff that's simple to understand but still takes some experience to get the hang of.

        And don't forget to break him of his melee habit. RDM melee is like masturbation. Some say it's OK, some say it's never OK. But however you feel, it's just a good idea not to do it when surrounded by a group.

          Okay, my bad on Barfira =P
          I will change it to "make sure your WHM cast Barfira whenever fighting with Goblin"
          Do not under-estimate Bar-spell. When I was level WHM in the Jungle, spell like Barsleepra with capped Enhancing magic skill really cut down the duration of mandies' AoE Sleep.

          Another suggestion I want to make is to beware your debuff resist or wears-off. If the debuff spell wears off when the mob has about 20% HP left, you may have to decide rather or not to re-apply the debuff spell, or try to end the battle sooner with couple of nukes instead.

          For Sleeping link/pop, if your Sleep is resisted, or the DD wakes up the mob by mistake, another trick is Chainspell Sleep -> Sleep -> Sleep ... (until the mob went to sleep)
          The usage of Chainspell can be very creative, if can be Chainspell cure -> cure -> cure -> cure -> cure... or nuke -> nuke -> nuke... ^o^ Very Interesting~

            You guys/gals have given me some really great information thanks so much!

            I will get all this great info to my friend and hopefully it will help him feel a little less intimidated by the whole party scene!

              Unless your in a sucky party(don't laugh, it happens alot), Gravity can be skipped. If your party is missing ALOT, then use it. The MP cost is high, but it'll help your party hit better. Everything else has pretty much been covered in detail already.
