Teir II addl. affect?

ok, the Teir II enfeebs have in the description: "Increase Slow effect by 1 and Magic Accuracy by 2."

ok, in the merit catagories, there is already elemental Macc (increases by 3), just wondering, do the teir II increase all Macc or just Macc of THAT SPELL?
