Whether you use /BLM or /WHM for RDM largely depends on your party make-up, what you're fighting, your gear, etc. If your party has a WHM and no BLM, you're better off subbing BLM. If they have a BLM and no WHM, you might be better off subbing WHM, especially if you're going to be fighting something that has a lot of status-effect attacks (poison, paralyze, etc.). You should have them both leveled. And like someone else already said, it's a good idea to pre-level your subjobs at least a few levels, so that it never lags behind. (And also so you don't have to worry about it for a while; that's why a lot of people just level their subjobs all the way to 37 in one big push and then never touch them again.)

Imo, there's not much reason to sub blm instead of whm before level 34 for Warp or level 40 for Conserve MP. The difference in mp is miniscule and /whm gives you a lot of useful status cures and Curaga. I subbed almost exclusively whm until the mid 30s and since then I've used only blm unless the party's target mobs have strong status attacks.

I meleed in every party I had until 30. With Enspell my damage wasn't all that bad, and you're much less busy at that point since you mostly just enfeeble and backup cure and your spells don't get resisted as much. At 32 when you get Dispel things get much busier, and as you progress through the 30s you see your melee attacks get less and less potent. If you haven't stopped meleeing by 41 when you get Refresh, stop. If you're doing your job right at that point, keeping up with Refresh, Dispel, enfeebles, curing, and later Haste, you will be so busy casting spells you won't have time to think about swinging a sword anyway.

y do people say u should get to 37??? is it just because its half of 75 or is there some good like ablility there

Because it's half of 75. :p

Paladins and Dark Knights get Flash and Stun (respectively) at 37. NIN, famously, gets Utsusemi: NI. I'm sure some other jobs get something nifty at that level as well, but yeah, the main reason to level a job to 37 is so that it won't be gimped when subbed at level 74+.
