In summary, that RDM guy was checking the relationship between haste+ effects and recasting time of Utsusemi. As we know, our fast cast helps reduce it.

Fast Cast (= Fast Recast) of LV60+ RDM with AF hat reduces approximately 15% of spell recasting time, almost the same as what Haste spell does.

He added haste+ gears to see how short it could be but he found it was capped at 17 seconds for Ichi and 26 seconds for Ni, equivalent to haste +41 - 42%.
