considering the amout to which your performance is dependant on MP, yes, it's worth it. When you buy them, however, is entirely dependent on your funds, and how much time you want to save leveling your other jobs.

If you have access to Convert and Electrum Rings as a RDM, then Astral Rings won't do too much for you. FWIW, Jei said he didn't buy Astral Rings either, even though he had the gil, he didn't because 10MP wasn't worth 200-300k. Buying them will greatly increase your effectiveness when levelling SJ, but that's about it.
About the only time you'll probably equip them as a RDM is right before Convert anyways. Have a macro to equip all your +MP equipment, convert, Cure IV, and then equip your regular INT/MND rings and you get an (almost) free Cure/Convert.Comment

If you are levelling a sub which has some extra hp, and could use the mp, astral rings are a good investment if you are willing to spend the gil on them. Otherwise, use electrum rings if you need the boost. I have had both, and couldn't justify the cost of the astral rings after the initial outlay. Being able to make rolanberry pies however is a key part of this (+50 mp) so it may be different in your own situation.

At the endgame, I had: Full AF for RDM, RNG and NIN. Sky, Clothcraft 97, smithing 45 and far too much gil. My Jobs ended at RDM 75, NIN 65, RNG 59, BLM 37, WAR 33 and SMN 26. Finally, I synthed a Royal Cloak /signed/ for a friend.
Time to move on.
