Found another test I did that proves that Bloody Bolts' HP drain still takes full effect, even when you're already at full HP:
Example:
Killed an Evil Weapon in Sauromugue with Repeating Crossbow + Bloody Bolts (at full life, no damage taken). Evil Weapon dies after 916 damage.
Killed another Evil Weapon with Repeating Crossbow + Crossbow Bolts. Evil Weapon dies after 1507 damage.
Sure, there may be some level variance, but it's not going to give one weapon nearly twice the HP of the other. And what's more, could one of those weapons really have only 916 total HP? That's just out of the question.
