[guns...] WS damage is limited by something

Ranged Weapon Skills:
Archery has 2 modifiers. AGI and STR.
Marksmanship has 1. AGI.
think of it this way. To fire a gun or crossbow, all you really need the AGI, to keep it steady while the weapon is out. (take the ELV stance, for instance. Just one arm, stuck straight out.)
To fire off a Bow, you need both AGI to keep the bow steady, and STR, to fully draw the bow, for max velocity.

Perhaps, if you pump RATK for normal shots, then swap out to max AGI for the WS, you can increase dmg. I'm sure RATK has some mods for the WS, but if not, feel free to test out "RATK+0" for a few shots, to see if there is a difference.
