Tracker's ring what trigger it?

Well pretty much as topic says...

trackers ring latent effect -2 enimity lvl50 rng

does anyone know how to get this latent effect? is it the regular yellow hp or is it special sub as the lvl30 gear?

its not that good but i believe its low hp. don't quote me on it though.

I know its nothing to use in a exp pt but thought it might be usefull when doing missions/farming etc with friends.

Lower lvl mobs when it doesnt matter if I swich out one of the regular +racc rings less hate is allways nice
