They might actually be worth the price of making them with this information. I for one will always keep a stack or two on me for fighting undead and such. Hated getting paper so much because I hit liches for 40-50 compared to others hitting for the same or more.

Oy, so I'll jump in and fill in the gaps on these:
Synth levels for the arrowheads are 58 bone, and ~55 smithing, so not a great deal of people are able to make them in the first place. You can expect that given the price of the materials, the relative rarity of Taurus horns, and the few people who are able to make the arrowheads, the stacks WILL and do sell for 20-30K, even though they generally only cost 12-15K to make.
The arrows themselves cap at 58 wood (no sub skill required to my knowledge), so they are not ideally placed, but are not a bad alternative to skilling up from Demon Arrows. Of course, after Demon Arrows, you're still stuck. If you were trying to go straight wood you'd be spending 30+K a synth ^_^; if you don't raise any other skills fairly high. Yuck.
From what I've heard of the people I sold them too :p they do have a bonus vs. bone type mobs, which as someone pointed out, makes sense given they use "armored" arrowheads.
I actually noticed while hunting coffer keys in eldieme that the bodkin arrows seemed to be doing less damage per shot than scorpion arrows were. Perhaps when SE "fixed" them they broke them more than they should have?
It wasn't by much, only 4-8 damage difference, but scorpion was always outdamaging the bodkins on bones. O.o
