do weapon skills miss? cause if they dont being a sam/ranger will let u spam many powerful weapon skills

Yes. All weapon skills can miss. Ranger ws are particularly prone to it.

Yes they miss and thankfully I leveled SAM before I chose to try RNG out; missing them doesn't hurt so much. ^^

Except, when you have 300TP and you've used Sharpshot. Those still kind of irk me. =)
