should i be a tarutaru ranger or a hume ranger? I know the hume is decent but im not sure about the tarutaru. The reason tarutaru and hume are my choices is because i have bother of them as my characters.

Well Taru have higher AGI than Hume, but less strength. If you really don't care which race, then go Hume, since the agi difference is small and does not affect you as much as the str difference. But if you wanted to be a Taru ranger, then don't be hesistant to go for that, though your damage won't be the best on the block.
