Maxxing Combat Skills

Hi, I'm new to the boards and have a quick question to the rangers that know what they're doing.

I recently became a ranger, still only lvl 6.. but I'm having some trouble keeping my combat skills at their max for my lvl. Is this even possible? or is it regular for the common ranger to not have his skills maxxed?

combat skills raise faster the tougher your oponent is.
when you start partying and attacking things that are tough or above your skills will max out each level very quickly
