I wanted to find out exactly how it's calculated. For example, the Self Bow has a delay of around 500, and Iron Arrows have a delay of 120. Is the bow delay the time I wait from the time I hit Ctrl+D until the time I actually fire? If so, I would guess that the arrow delay is the amount of time I have to wait until I can fire again...?

i can't give you the exact numbers, but I can show you how delay works.
Delay is basically the base penalty of how long it takes to perform the next attack. 100 being equal to 1sec. To determine what speed your attack is going to be, you have to factor your weapon rank and your base delay. Everyone's base delay is 2sec. Now you have to take your weapon rank grade and factor that in. But instead of a penalty, it's a reward for better grade. My testings show about a 5% increase in speed per higher grade. So...
F: 5%
D: 10%
C: 15%
B: 20%
A: 25%
So a Monk puts on Claws. Delay of 66. You take 66 and decrease it by 25%. You get about 50. And since 50 is .5secs, just add to your base of 2secs. So your actual delay time is about 2.5secs. In comparison, a WAR's delay is about 3secs with a D grade.
Now lets take a look at your Bow. Lets say a Ranger was using that bow. You have to add the 500 and 120 delay. You have a "A" grade for it. Substract 25% out of 620. That's 465. Or 4.65 secs. Add that to your base of 2 secs, and you'll get 6.65 secs.

Hmm. That description doesn't seem to agree with an earlier delay description I have seen regarding H2H delay; to wit, that Monks have the following delay (unarmed) at each Martial Arts bonus, and that their grapple delay is added on top:
