about rapid shot

The way I shoot now is, I have it all timed in my head. I know exactly when I'm able to fire again. So if the delay is randomly decreased, how would I ever know? It seems to me that the only way to get any use out of this skill would be to mash macro button over and over.

It's not that delay is decreased. The shot fires immediately (don't need to wait for you to release the arrow)

Exactly. When you set up the shot, it'll fly off much sooner than usual, NOT the delay after you've already made the shot.
