Buying arrow locations?

well, im currently buying iron arrows, but since the arrows after iron needs quite a high lv of crafting.. i'd waste too much money to get my crafting up that far ><

so .. my question is are there any NPCs that sell arrows higher than iron arrows, e.g silver?
