I read in the notes that there is a new NPC that will take a bundle of arrows and make them into a stackable quiver so you can stack 12 stacks of 99 into one inv spot. But does anyone know where this NPC is? Is there just 1 NPC or is there one in each major city?

Well from what the site says it's a Mithra that joined the Troupe Valariano. If I remember right that's a traveling group that has the Taru Bard, Mithra juggling knifes, Galka breathing fire, and the Hume that seems to be the manager.
So it's only 1 person that travels to each nation each week from what I understand.

There is a Mithra in a tent in San d'Oria right now. I talked to her, and you have to bring her a flower for her to stack them. She was quite the promiscuous little Mithra as well. She is in front of the south AH on the right side if you are exiting to N San.

Yep, there's an NPC located in Southern San D'oria (a Mithra) at the bazaar tents right in front of the AH.
She wants a Carnation for every 99 arrows/bolts/whatever she stacks.
(the go for approx. 200gil ea, or 2k per stack, although that may increase with supply/demand now).
Not really worth it for lower level arrows, but for higher level arrows and long xp'ing days, I'd imagine it's very worthwhile.
And on a sidenote, furniture is now selling like hotcakes. I sold 5 maple tables today in about 30min. at 500gil a pop.
