Ranger stats

I was wondering which stats are most important for a Ranger. I'm and elvaan so str isn't the big problem, dex is more of a worry. So instead of the Ranger neckless I got from the quest should I just use a +3str, +3dex neckless to help me hit the mobs more, or wouldn't it be as useful as +10 ranged attack. Also could you explain all the important Ranger stats, and what they do, since I couldn't find anything on them anywhere. Thanks in advanced.
