I had planned on defensive PLD all the way to Lv.75 when I started. I still carry full set of defensive gear whenever I'm on PLD. But... DD setup is just more useful in exp settings, Lv.72+, since everyone is doing WS spam parties.
When things die in under a minute, a PLD can't use two Provokes per fight. Heck, may not even get one Flash per fight without Haste. On top of that, DD's are tossing out 1k+ WS at will. So, PLD can't tank full time anyway.
On a DD set up, PLD those last few levels basically is there to take the critters off the puller/sleeper, and contribute some damage without taking too much damage before the targets die.
Basically, the school of though is that if a PLD can't tank full time, might as well do as much damage as possible without causing MP flow problem. Otherwise, he'd be semi-leeching. (I typically do about 15% of damage in a party on DD setup; I expect a turtle setup would drop that to 5%, yet I wouldn't be able to tank much better.)
