Any level 66+ it is possible to challenge Maat as long as you have a test (as PLD I would recommend waiting until 70 though).

My friend tried at PLD66. He ended up trying a few times, but he got it. It was difficult.

i cannot pass the test of RDM, so i have to lv up my pld for the test.

Of course be a Pld is fun but i like to be a RDM more, so i want to pass Maat as soon as i can then i can back to my RDM .....

i already got the testimony, so i think i will try it out at lv66 , thanks a lot ^^

I tried to fight Maat at 66 and lost due to the time limit. He didn't really hurt me much, but I couldn't to enough damage (him hitting Invincible during my WS didn't help either...).

I tried again at 70 and beat him easily. Here's my advice to you:

Don't worry about bringing Hi-ethers...they take forever to use, you're much better off buying Hi-Pot +3 and lots of em (they are around 3k on my server) and get a Vile-exlir just to be safe (I didn't use in my winning fight). Focus on some attack gear and food. Eat Sis Kebibi as your food to up attack and consider getting an Amment Mantle (although level to use that is 67) to help increase your attack. I suggest using Vorpal Blade instead of Swift Blade. I ended up doing much better damage that way, but I don't think it matters too much. Also bring an Icarus Wing to the fight (starting fight with that and Opo-Opo sleeping TP helps a ton).

The real trick is to make sure Maat doesn't Flash or Invincible on your WS as that is your method for dealing serious damage. This is wait I did on my fight:

Eat Food
Cast Protect IV/Shell III (again this is if you are at 70)
Drink Yag Drink
Sleep to 100TP (after I got it, MP was full again)
First WS on Maat
Icarus Wing and Second WS
Duel and WS at 100TP using potions as needed

I suggest using Invincible only if you are in serious trouble (i.e. in the red). Hi-pots, flash and cure can usually heal you even in the orange. If you feel like you are in deep trouble, Invincible and use Vile Elixir.
