The broad description... latent is on when you have greater than 85% of your base hp. That means, if you strip off all of your gear, and you have 1000hp, the latent will trigger at 850 or more hp. If you put on +200hp in gear, the latent will still trigger at 850 or more hp.
However, food effects bump up the hp needed for the latent to be on. If you use +20hp food in the scenario showed, you'd need 870 or more hp to get the latent on.
Is 85% the exact percentage? It seems very close. For all intents and purposes, 85% is the number that counts. It supposedly can vary based on how much +hp gear you have on the "visible" pieces of gear (sword, shield, body, etc) vs the "invisible" pieces of gear (rings, earrings, back, waist, etc).
I personally couldn't verify that when I did my testing on this. And I have doubts that players want to memorize what hp the latent goes on/off, and swap in/out some other neck item at that point.
The latent refresh appears to stack with all refresh (so far):

RDM refresh
BRD ballads
COR rolls
