Parade Gorget

Does anyone know how to get hold of this piece, from what I can gather its dropped by the Goblin Wolfman in Oldton Movapolis. The wolfman is related to the scrawled writings around I-9 which say he's thirsty.

Now various things have been tried to pop the thing but to no avail, those PLDs that have been spotted with one aren't talking. Any ideas?
