The quest is called, "Got it All" and is one of the easiest quests to complete for a pretty decent item.

Definitely a nice item and a very easy quest for it. The somepage listing leaves out most of the details obviously but only a few of them are tricky ones.

It starts with Tehf in Whitegate (Mithra girl near a post in the open market area). Then you talk to Ekhu (also a Mithra) near the northern boat dock.

Then it's back to talk to Zabah (Elvaan guy) who's standing on the other side of the post from Tehf.

Back to Ekhu, then Tehf then you hit tricky part #1. You need to talk to an old lady next but she's not actually on the map. Instead as you walk under an archway near (and below) Waoud (the Blu Mage quest giver - he's in the lowest eastern square if I remember right) you'll trigger a cutscene that she appears in.

Talk to Tehf again afterward and then (tricky part #2) wait for a day (probably JP midnight refresh) and talk to her again for the reward.

No muss, no fuss, no level 120 NM's to fight or anything.
