Ok, I'm a bit late in posting this due to changes in Limbus schedules, but I'll post my parser results for SH vs Osode.
Same food was used on both runs (Coeurl Subs), and the party setups were kept *basically* the same. Had a difference of 2 mobs more on the Osode run, with 1 more Mystic Avatar than on the SH run. (Sorry, I don't remember the specifics of which mob on which run.) The only item changed for the 2 runs was the SH or Osode. Just for a side note, my total EVA skill (merits combined with gear) was 294.
Although it's not a large sample size, I think that's a fairly accurate showing of what to expect when comparing the 2 pieces. The mobs in that Temenos (I would assume...) are always going to spawn at (at least closely) the same level.
So, my clear choice of these 2 is definitely the SH. Thanks for all that replied, and I hope this can be of use to others in the future.
For ninja? It's good for messing around in, but for tanking situations where HP and evasion are vital, you'll want to stick with the Scorpion Harness(+1).
As you can see from Dranzia, it's only <1% more evasion. I guess you could say the AGI may have helped out, but keep in mind in a merit PT. . . I doubt your going to be holding hate the entire fight.

In a merit, party I would expect the ninja not to tank (only to take the initial voke maybe), so the Shura Togi would be useful.
The reason why I typically leave Shura Togi out is especially for a job who can aim for a crit tier build and use multi-shit crit WS'(NIN, WAR) the STR/DEX/Acc of Haubergeon is superior to the extra 8 atk of the Shura, not to mention the 50 HP hit.
I personally would never really use Osode in NIN, if you don't want to take the Evasion hit of the Hauby that's understandable, but at that point Enkidu's is an incredibly solid option with 10 Acc/12 Atk/7Eva and a slight AGI boost for Parrying. Not that Shura Togi is awful, but for 800k compared to 2-300k(Hauby) of free(Enkidu's) really it's not worth buying for NIN at all.
If I were to speak ideal setups, TP in Enkidu's and WS in Hauby+1 all the way.

Since level 70+ exp~merit parties, I am using SH when I have mobs' attention, and macro in Haubergeon whenever the mob is focusing on other party members....
The method of macro with Tanking set <--> DoT set <--> WS set works well for me. Seriously, when the mob is not hitting the NIN, the NIN can swap in a full DD gear, until the it turns to the NIN again, or until it dies.

This is, IMO, the best option hands down.
I'd like to go back a bit and point out that my total dmg dropped significantly with the Osode. A roughly 10% drop in accuracy, but a solid 7k drop in overall damage (and the run that I did less overall damage on, we actually fought 2 more mobs). I didn't get parsed WS damage, but I noticed that several of my Jin's were coming up 1hits (orz).
As for Shura Togi, I'd rather spend my gil on Cerberus Mantle (currently working on it...). If at some point I get the Togi, I'll parse that as well. Otherwise, I'll be shooting for SH+1 after CM
