Are there penalties for throwing (or any ranged activity) depending on how far away the mob is and also if it is moving?

Point Blank range seems to work best for throwing. Move further back and Acc does drop off some. But Throwing really needs a macro set of +R.Acc gear you swap on throw and switch back to Melee gear.

Also, how do people tell what their skill level is, down to .x?

I.e throwing 175.9 as opposed to what mine would say, just 175.

There's usually a bonecrafted ring somewhere near your level that has +racc and -acc, stuff like Beetle Ring / Horn Ring / Carapace Ring. somepage has a very nice search engine for finding gear. You could specify your job, level, and tell it to only find stuff that affects range accuracy.

As far as knowing your skill down to tenths of a point... you just have to manually keep track.
