Leaping Boots (or Bounding) are over-rated IMO. About the only job class that can really see tangible benefits are THFs, since they have 2 JAs which immensely benefits from direct boosting of base stats.
There are definitely other easier NMs to hunt which drop stats to make up for those in other slots. Most people don't even know about the two NMs that drops the rare/ex boomerang which gives +1 to agi and can be equipped by either THF or NIN at level 15. This helps to cap throwing w/o the expense of buying ammo and adds to your DD options when tanking.
Emp hairpin is nice, but at low levels +eva doesn't do a damn thing against IT mobs who's accuracy are about 8-10 levels higher than yourself in the first place. I'd rather make sure my parrying is up to my level and load up on +hp and +vit since you don't have Ni and 3 shadows just go up in smoke in a flash with a 45sec timer and no access to haste. Gear up defensively like you're going to get hit and add in DD options and you can do just fine. At least being able to blink off some of the attacks and parry off a couple of swings every fight will save more mp in the long run versus another DD tanking...
