Stands up on the hill if in Windurst-woods.
Trade 1 Wijnruit along with any stack of 99 ninja tools and he will bundle them into a toolbag for you. (ie: trade 7 stacks of 99 shihei and 7 wijnruits and you will receive 7 Toolbag (Shihe)s).
