Raising Ninjutsu skill level?

Does the level of the mob matter when raising Ninjutsu? Also does your Ninjutsu level effect your debuffs? I'd really like to find an efficient way to level my Ninjutsu skill, any help wou be greatly appriciated.

It has always raised the fastest for me when throwing enfeebling or elemental ninjitsu at monsters higher level than I am. Skillups from utsusemi casting are pretty non existent.

If you do a bit of the 'elemental wheel' ninjitsu spamming you will cap it out before katana or evasion is capped for your level easily.
